Dubai has banned the use of plastic straws and expanded polystyrene foam food containers since January 1, 2025

Dubai has banned the use of plastic straws and expanded polystyrene (EPS) foam food containers since January 1, 2025. This is part of Dubai's phased implementation of the plastic ban, which was issued by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, on December 31, 2023. Background and Purpose of the Ban Global attention to plastic pollution has been increasing, and the damage caused by plastic waste to the environment and ecosystems is becoming increasingly severe. The ban aims to protect the environment, advocate for people to practice an environmentally friendly lifestyle, promote the culture of reusable products, and encourage the private sector to promote recycled products, aligning with circular economy practices and facilitating sustainable recycling of products in the local market. Phases of Implementation Phase I: From January 1, 2024, the import and trade of single-use plastic bags are prohibited. Phase II: From June 1, 2024, non-plastic single-use products, including single-use plastic bags, are also prohibited. Phase III: From January 1, 2025, single-use plastic products such as plastic straws, stirrers, cotton swabs, tablecloths, cups, and EPS foam food containers are included in the ban. Phase IV: From January 1, 2026, the ban will be extended to plastic plates, plastic food containers, plastic tableware, beverage cups, and their plastic lids. Exemption Scope Single-use films used for packaging meat, fish, vegetables, fruits, grains, and bread, garbage bags, and products intended for export or re-export outside the United Arab Emirates are not restricted. However, for exempted products, trading in the local market is prohibited, and it is required to indicate the purpose of export or re-export to ensure the effective implementation of the ban. Penalties for Violation Individuals or businesses who violate the ban on single-use products will be fined 200 dirhams (RMB 399). If the violation occurs multiple times within a year, the penalty will be doubled, up to a maximum of 2,000 dirhams.
